A proposed crude-by-rail project in Northeastern Utah envisions five fully loaded unit trains traveling daily along the headwaters of the Colorado River on their lengthy journey to Gulf Coast refineries. Its backers want taxpayer support to the tune of $2 billion. And it would unleash a carbon bomb potentially larger than the controversial Willow Project.
